I solved this on my own. The computer was WIN7 SP1 64 bit, and ASUS MB, etc..but, this was a working WIN7 computer and I had uninstalled the FSX Steam Edition, Steam itself, and Oculus, and then I tried to load the older FSX Gold discs 1 and 2 (and expansion pack).

First, you will need to uninstall Flight Simulator X. To do this, follow these instructions: -Click the START button -Insert 'appwiz.cpl' into the search box that will appear above the START button -Press ENTER on your keyboard -Select Microsoft FSX from the list of installed programs and select 'Remove'. I tried all the posted solutions. Un-check compatibility (was not checked to begin with). Edit registry UpperFilters and make sure it was PartMgr with the uppercase PM (it already was). Uninstall, Reinstall, Repair (nothing). Call Microsoft (no help). Disable Firewall (made no difference). Probably some other things that I forgot..

I realize this is extreme but I wiped the hard drive completely and reloaded WIN7 clean. Loaded all the MB drivers, Graphics, Sound, Etc, and did all the WIN7 updates. Then I installed FSX Gold Edition and on completion the activation screen appeared no problems. I entered my activation code, and it was accepted immediately. The expansion pack also activated fine.

It was something left-over in the registry from the previous FSX Steam install, before I wiped the drive? Not sure..
